When we look at this image we can say:

The bird is on the top.   (parte superior, mais alta)

The dog is at the bottom.   (parte inferior)

And we can also say:

The bird is over the cat.   (sobre, por cima)

The dog is under the cat. (debaixo, embaixo)

These words have similar meanings and can sometimes be used as synonyms for each other.
